What the A2L Tool Bill Actually Looks Like
The federal rule covers one line item on the A2L retooling bill. The rest is the manufacturers' call. What each piece costs, what you keep, what to buy first.
The short version
One line item on the A2L retooling bill comes from federal regulation, and the rest come from what two manufacturers say: the company that built your tool, and the company that built the equipment you are servicing. A2L is the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) safety class for mildly flammable refrigerants. R-454B and R-32 are the two members of that class you will meet in residential work. The recovery machine is the one piece the federal rule covers, because 40 CFR 82.156 requires you to recover with a machine certified under 40 CFR 82.158, and under 82.158, machines built since 2017 fall into one appendix for non-flammable refrigerants and a different one for flammable refrigerants.

Section 82.158(d)(3) is regulatory text rather than shopping advice: for equipment manufactured or imported on or after January 1, 2017, certification for non-flammable refrigerants falls under Appendix B3 and certification for flammable refrigerants under Appendix B4, and B4 is the appendix that contains the UL 1963 flammable-refrigerant supplement. The recovery equipment rule above requires no A2L rating for a leak detector, a vacuum pump, a manifold, a hose or a recovery cylinder. Two manufacturers name them instead. The first is the company that built the tool, which is why the same question comes back with different answers depending on whose catalog you are holding. The second is the company that built the equipment you are servicing: Copeland’s flammable refrigerant guidance calls for a vacuum pump, tank and manifold gauge set “rated for flammable refrigerants” and then says, “If you do not have these items with you, do not service any system containing flammable refrigerants.”
